谋篇布局上，可以先顺着题目，写一个主体段：家庭教育能够在一定程度上减少青少年犯罪的问题。可以强调家庭环境对孩子的重要影响，父母管教方式的重要性等等。

重点要放在第二个主体段里，可以多提出一些解决办法，并强调这些办法同样重要。 

比如说，学校可以开发一些课程，让孩子从小学习法律，并清楚知晓违法行为的危害，及法律的严惩。警察局可以邀请一些前罪犯，跟年轻人分享自身经历，劝他们不要误入歧途，等等，这些方法跟家庭教育同样重要。 一起施行，多管齐下，就能更好地起到遏制青少年犯罪的效果。

Nowadays, there is an ongoing debate about whether teaching parents parental skills is the best way to reduce youth crime. I believe that family education can be effective, but other practical measures are equally important for solving this problem. 

Educating parents with parental skills can reduce youth crime because family environment plays a key role in children’s growth. Parents are the first teachers of children, and proper family guidance helps teenagers distinguish right from wrong. When parents learn positive communication and discipline methods, they can correct their children’s negative behaviours in time and foster a strong sense of responsibility. This stable and supportive family atmosphere keeps young people away from bad habits and illegal activities, thereby lowering the possibility of youth crime effectively. 

Other educational and social measures are equally important in preventing youth crime and should work together with family education. It is vital for schools to offer legal courses, teaching teenagers relevant laws and the serious consequences of criminal behaviour. Police stations can also invite former prisoners to share their personal experiences, which can warn young people not to break the law. These methods can directly raise teenagers’ legal awareness and make them realize the harm of crime. By contrast, relying only on parental education is far from enough, and joint efforts of families, schools and communities can achieve better results in controlling youth crime. 

In conclusion, parental skill education is helpful to reduce youth crime, but other measures such as school legal education and police warning activities are equally important, and combined actions can better tackle this problem.
